Reasons why someone may not hear God directly

Yet it is written about God's voice in Hebrews: "IF you-hear His voice" (Hebrews 3:7). That passage does not read: "WHEN" you hear God's voice. Instead it reads: "IF" you hear God's voice. This highlights that hearing God's voice can be CONDITIONAL. 

Because hearing God's voice can be CONDITIONAL, it is possible that a someone may NOT hear God directly. 

There are multiple possible reasons why someone may not hear God directly. For example:

1) God may speak directly to someone but that person may not perceive or recognize it. 

2) God can choose to communicate directly IN A DIFFERENT WAY than speaking to someone. 

3) God would NOT have to communicate with a someone before every single action that a person is to undertake.

4) God's ideal is not necessarily to always speak directly to people. He may choose to communicate through other people. 

5) God can choose to refrain from communicating to people for certain reasons.

One very common reason why people may not hear God speaking directly to them is that they either may not PERCEIVE His voice when He is speaking to them or that they may perceive it but not RECOGNIZE it as His voice.

In every case someone needs to stay open for ANY of the ways God may choose to communicate.
