There is may lead to ask the following question: Does God have to communicate with a believer before every single action to undertake?

There is evidence to suggest that:

1) God would NOT have to communicate with a believer before every single action that a believer is to undertake.

2) God can INTERVENE AFTER a believer started undertaking a specific action to not allow that specific action to be fulfilled, without reproaching the person. 

3) God would still speak OFTEN to believers.

1) Not having to communicate before every single action:

There is evidence to suggest that God would not have to communicate with a believer before every single action that a believer is to undertake.

For example, it is written: "GOD formed yet out of the earth all the wild beasts of the field, and all the birds of the sky, and He brought them to Adam TO SEE WHAT HE [Adam] WILL CALL THEM. And WHAT ADAM CALLED every living soul, this was the name of it" (Genesis 2:19).

God brought the animals to Adam "TO SEE WHAT HE [Adam] WILL CALL THEM" (Genesis 2:19). God wanted to see here what Adam will call the animals. God did not say to Adam what to call each animal when He brought the animals to Adam, as God wanted to see what Adam will call them, and "WHAT ADAM CALLED every living soul, this was the name of it" (Genesis 2:19). 



2) God can intervene after an undertaking to not allow it:

God can INTERVENE AFTER a believer started undertaking a specific action to not allow that specific action to be fulfilled, without reproaching the person. 

For example, Paul was given a GENERAL DIRECTION to announce the good news, as he wrote: "Christ did [...] SEND ME forth [...] TO-BE-ANNOUNCING-THE-GOOD-NEWS" (1 Corinthians 1:17).

Paul followed that GENERAL DIRECTION by undertaking SPECIFIC actions. 

At times God would INTERVENE AFTER Paul started undertaking some specific actions, not allowing Paul to fulfill those actions, as it is written about "Timothy" (Acts 16:1) that "Paul wanted this (one) TO-GO-FORTH with him" (Acts 16:3) and "having-come opposite Mysia, THEY-WERE-TRYING TO-PROCEED INTO BITHYNIA and THE SPIRIT (OF) JESUS DID NOT ALLOW THEM. And having-passed-by Mysia, THEY-CAME-DOWN TO TROAS" (Acts 16:6-8).

Here Paul wanted to go forth somewhere specific (in accordance with the general direction he received to go and announce the good news), but God intervened to not allow Paul to go where he wanted, and so as a result Paul tried to undertake another way (in accordance still with the general direction he received). 

Notice that God did NOT discipline nor reproach Paul for not having first heard from Him directly BEFORE starting to undertake those specific directions. 

Notice also that Paul did NOT conclude from what happened that he had to stop and listen first to God the next times BEFORE undertaking any specific directions from the general direction he had received. 

Instead Paul simply CONTINUED UNDERTAKING specific directions under the general direction he had received, while remaining sensitive to the Holy Spirit's leadings in case God would want to intervene.



3) God would still speak often to believers:

There can be evidence to suggest that God would OFTEN speak directly to believers, such as EVERY DAY

God just does not have to communicate with a believer before EVERY SINGLE ACTION that a believer is to undertake.
