There can be evidence to suggest that God would OFTEN speak directly to believers, such as EVERY DAY.
There is also evidence to suggest that God would not have to speak before every single action that a believer is to undertake.
If a believer would not hear often the voice of Jesus, this would not mean that therefore Jesus would not speak often, as it is possible for a person to simply not perceive His voice.

Speaking every day?
Jesus said: "MY SHEEP HEAR MY VOICE. And I know them, and THEY-FOLLOW ME" (John 10:27). Jesus here described believers HEARING His voice, and as a result they are also FOLLOWING Him (like a sheep would with their shepherd).
Jesus said: "If anyone wants to-be-coming after Me, let-him-deny himself, and let-him-take-up his cross EVERY DAY, and LET-HIM-BE-FOLLOWING ME" (Luke 9:23). It is a matter of "EVERY DAY" (Luke 9:23) to be FOLLOWING Jesus.
If someone is HEARING the voice of Jesus and as a result they are also FOLLOWING Him, and Jesus said that FOLLOWING Him is a matter of EVERY DAY, then it may be deduced that hearing His voice may be a matter of every day (just like sheep would hear the voice of their shepherd every day leading them).
No need to speak before every single action a believer is to undertake?
God would not have to speak to a believer before every single action that a believer is to undertake.
For example, it is written: "GOD formed yet out of the earth all the wild beasts of the field, and all the birds of the sky, and He brought them to Adam TO SEE WHAT HE [Adam] WILL CALL THEM. And WHAT ADAM CALLED every living soul, this was the name of it" (Genesis 2:19).
God brought the animals to Adam "TO SEE WHAT HE [Adam] WILL CALL THEM" (Genesis 2:19). God wanted to see here what Adam will call the animals. God did not say to Adam what to call each animal when He brought the animals to Adam, as God wanted to see what Adam will call them, and "WHAT ADAM CALLED every living soul, this was the name of it" (Genesis 2:19).
What if a believer would not hear often His voice?:
If a believer would not hear often the voice of Jesus, this would not mean that therefore Jesus did not speak. It is indeed possible that Jesus speaks to a person, but that person may not perceive the voice of Jesus speaking to them.
