Dreams may not be THE PRIMARY WAY that God may choose to communicate to people, as can be suggested in the REASONS for which God may choose to communicate through dreams to people, which can be:

- If He already spoke to people multiple times but they did not perceive it (Job 33:14-16). 
- If people may not be faithful enough to be spoken to during the day (Numbers 12:5-8).

God spoke multiple times but people did not perceive it:

In Job 33, it is written that God may speak several times and yet people may not perceive it. 

It is written in Job 33 that "Elihu says" (Job 32:17 (Masoretic)): "ONE TIME GOD SPEAKS, and TWICEBUT ONE DOES NOT PERCEIVE IT" (Job 33:14 (Masoretic)).

And so the next verse indicates that as a result: "IN A DREAM, a vision of the night, when deep sleep falls on men, while they slumber on the bed, THEN HE OPENS THE EAR OF MEN AND SEALS THEIR INSTRUCTION" (Job 33:15-16 (Masoretic)).

The reason described in Job 33 for God to choose to communicate through dreams to someone is that God tried to already communicate to them multiple times when they were not sleeping but they did not perceive it, so He chose to then later speak to them when they rest on their bed. 

This would not seem to be the ideal situation for God, as He already tried to speak to people directly when they are not sleeping but without them perceiving it. Indeed, people do not necessarily perceive the voice of God.

It is possible to come to perceive the voice of God when He speaks (so He does not have to wait for us to be asleep for us to finally be able to hear what He wanted to tell us when not sleeping).

God may not want to speak to people who are not faithful enough:

In Numbers 12, it is written that God would only speak face to face with one who is faithful.

It is written: "the LORD descended in a pillar of a cloud, and stood at the door of the tabernacle of witness; and Aaron and Mariam were called; and both came forward. And He said to them, “Hear My words! If there should be among you a prophet to the LORD, I will be made known to him in a vision, and IN SLEEP I WILL SPEAK TO HIM. NOT SO WITH MY SERVANT MOSES; HE IS FAITHFUL in all My house. I will speak to him mouth to mouth. In sight and not through obscure images" (Numbers 12:5-8).

The LORD seems to suggest here that because Moses is faithful in all the LORD's house, the LORD will not speak to Moses through dreams but will do so "mouth to mouth" and "in sight".
