God can choose to refrain from communicating to people for various reasons. For example:

God may not communicate temporarily to people because of previous communications not obeyed:

GOD MAY NOT COMMUNICATE TEMPORARILY to people because of PREVIOUS COMMUNICATIONS NOT OBEYED

For example: after Saul DISOBEYED PREVIOUS WORDS of the LORD, it is written that "When Saul inquired of the LORD, THE LORD DID NOT ANSWER HIM, either by dreams, or by Urim, or by prophets" (1 Samuel 28:6).

Another example: after God expressed displeasure with THE FAILURE OF ELI TO RESPOND TO HIS WARNINGS, it is written: "THE WORD OF THE LORD WAS RARE IN THOSE DAYS, there was no distinct vision" (1 Samuel 3:1).

Another example: it is written about Amos the prophet that "Amaziah the priest of Bethel sent to Jeroboam king of Israel, saying, ‘AMOS has conspired against you in the midst of the house of Israel. THE LAND IS NOT ABLE TO BEAR ALL HIS WORDS.’" (Amos 7:12). And so as a consequence: "the days are coming, a statement of the Lord YHWH, that I WILL SEND a famine into the land, not a famine for bread, and not a thirst for water, but rather A FAMINE OF HEARING THE WORDS OF YHWH. And they shall stagger from sea to sea, and from the north even to east; THEY SHALL ROAM ABOUT TO SEEK THE WORD OF YHWH, AND THEY SHALL NOT FIND IT" (Amos 8:11-12).

The goal is to come back on the last time God spoke, and see what was said, and focus on aligning oneself with that and ask for forgiveness concerning that. 



The Lord may not hear the person because of their current sin:

It is written: "IF I REGARD INIQUITY IN MY HEARTTHE LORD WILL NOT HEAR ME" (Psalm 66:18).

It is written: "But your iniquities have separated you from your God; YOUR SINS HAVE HIDDEN HIS FACE FROM YOU SO THAT HE WILL NOT HEAR" (Isaiah 59:2).

It is written: "HUSBANDS likewise, living-with (them) according-to knowledge, RENDERING HONOR (TO) THE FEMININE (ONE) as (to the) weaker vessel, as indeed (to your) fellow-heirs (of the) grace (of) life, SO THAT YOUR PRAYERS (MAY) NOT BE-HINDERED" (1 Peter 3:7).

It is written: "(the) eyes (of the) Lord (are) upon (the) righteous, and HIS EARS (ARE OPEN) TO THEIR PRAYER. But (THE) FACE (OF THE) LORD (IS) AGAINST (ONES) DOING EVIL (THINGS)" (1 Peter 3:12).

Turning away from the sin will make God able to hear the person.

Even if God may choose to refrain from communicating DIRECTLY with a particular person, God can still communicate INDIRECTLY with that person by sending other people to communicate something on His behalf



God does not need to communicate before every single action someone is to undertake:

God would not have to communicate to a believer before every single action that someone is to undertake.

For example, it is written: "GOD formed yet out of the earth all the wild beasts of the field, and all the birds of the sky, and He brought them to Adam TO SEE WHAT HE [Adam] WILL CALL THEM. And WHAT ADAM CALLED every living soul, this was the name of it" (Genesis 2:19).

God brought the animals to Adam "TO SEE WHAT HE [Adam] WILL CALL THEM" (Genesis 2:19). God wanted to see here what Adam will call the animals. God did not say to Adam what to call each animal when He brought the animals to Adam, as God wanted to see what Adam will call them, and "WHAT ADAM CALLED every living soul, this was the name of it" (Genesis 2:19). 

This is important because one can undertake a process of coming back to God, turning from sin, and considering obeying past words without God having to communicate that to them.
