In this example, Moses was told to say to Pharaoh as many things as he was commanded, but this, through his brother Aaron (who would speak for Moses). Moses thus had to report the words he was commanded to speak to Aaron, as it is written: "MOSES REPORTED TO AARON ALL THE WORDS of the LORD, which He sent, and all the signs which He commanded to him" (Exodus 4:28).
In principle, it could not be impossible for someone to report some words to the other person a bit less accurately than others (by choosing for example to not report all the exact words commanded).
