People can have the ABILITY to decide HOW or WHEN or IF they prophesy something heard.
This can be illustrated for example with the following descriptions:

Someone can have the ability to subject their spirit to remain silent instead of prophesying:
Paul wrote: "let two or three prophets speak, and let the others discern. But if (something) is-revealed (to) another being-seated, LET THE FIRST BE-SILENT" (1 Corinthians 14:29-30). Here Paul indicated that a prophet can let himself be silent.
Paul added 1 verse later that "YOU-ARE ALL ABLE TO-PROPHESY INDIVIDUALLY" (1 Corinthians 14:31), instead of all at the same time, which would bring "disorder" (1 Corinthians 14:33).
Paul added 1 verse later that this was because: "(THE) SPIRITS (OF) PROPHETS ARE-SUBJECT (TO) PROPHETS" (1 Corinthians 14:32). People prophesying have the ability to subject their own spirit to speak or not speak, and so they are able to decide to prophesy or not.
Someone can have the ability to retain a word within them that is supposed to be prophesied:
It is written that Jeremiah the prophet said: "I said, “I WILL BY NO MEANS NAME THE NAME OF THE LORD, AND BY NO MEANS WILL I SPEAK STILL UPON HIS NAME.” BUT IT BECAME AS A BURNING FIRE FLAMING IN MY BONES, and I was weakened on all sides, AND I AM NOT ABLE TO BE BEARING" (Jeremiah 20:9).
Jeremiah wanted to not prophesy anymore, and so he tried to hold on to the word in him so as not to prophesy it. This can be evidenced by the fact he started to feel like not being able to bear it anymore.
Someone can have the ability to disobey when commanded to prophecy something:
A prophet can be COMMANDED to speak the words he received.
For example it is written about Jeremiah the prophet that "the LORD said to me [...] as many words as I shall COMMAND to you, you will speak" (Jeremiah 1:7).
In this example, Jeremiah was said to speak as many words as the LORD would "COMMAND" him. It is possible in principle for a human to not follow accurately God's commands. For example it is written: "YOU HAVE NOT KEPT WHAT THE LORD COMMANDED YOU" ( 1 Samuel 13:14).
The prophet Jonah for example disobeyed the command from God to prophesy something to Nineveh, as it is written: "(the) word of the LORD came to Jonah [...], saying, “RISE, AND GO TO NINEVEH [...] BUT JONAH ROSE TO FLEE TO TARSHISH" (Jonah 1:1-3).
