What can make prophecies true or false?

The source of a prophecy can make the prophecy to be "TRUE" or "FALSE".

If the source of a prophecy is FROM GOD, that can make the prophecy to be "TRUE".
If the source of a prophecy is NOT FROM GOD, that can make the prophecy to be "FALSE".

You can find below evidences for that.

True: Revelation 1 & Revelation 22

Words (prophesied) can be true: "Blessed (is) the (one) reading, and the (ones) hearing the WORDS (of this) PROPHECY" (Revelation 1:3), "THESE WORDS (ARE) trustworthy and TRUE. And THE LORD, the God (of) the spirits (of) the prophets, SENT-FORTH HIS MESSENGER TO-SHOW His slaves (THE THINGS) WHICH MUST TAKE-PLACE IN QUICKNESS" (Revelation 22:6).

Here the words that were shared were "TRUE" (Revelation 22:6), and it was mentioned that "THE LORD" (Revelation 22:6) was the One Who "SENT-FORTH HIS MESSENGER TO-SHOW" (Revelation 22:6) these things.

The LORD was the source of these TRUE things.

True: Daniel 2

Dreams can be prophesied: "the ones PROPHESYING [...] DREAMS" (Jeremiah 23:32 (LXX)).

A dream can be true: "GOD HAS MADE KNOWN to the king what shall occur after this, and the DREAM is TRUE" (Daniel 2:45 (Masoretic)).

Here the dream was "TRUE" (Daniel 2:45 (Masoretic)), and it was mentioned that "GOD HAS MADE KNOWN" (Daniel 2:45 (Masoretic)) what shall occur.

The LORD was the source of these TRUE things.

False: Jeremiah 14

It is written: "THE LORD SAID to me, “The prophets PROPHESY FALSE (things) IN MY NAME; I did not send them, and I did not commanded them, and I DID NOT SPEAK TO THEM; for they prophesy to you false visions, and omens, and divinations, and purposes of their heart to them" (Jeremiah 14:14 (LXX)).

Here prophesying "FALSE (things)" (Jeremiah 14:14 (LXX)) in the name of the LORD is linked to the LORD who "DID NOT SPEAK TO THEM" (Jeremiah 14:14 (LXX)).

The LORD was not the source of these FALSE things.

False: Ezekiel 13

It is written about people who were "seeing FALSE (visions), telling worthless fortunes, THE (ONES) SAYING, ‘THE LORD SAYS!’ AND THE LORD DID NOT SEND THEM, and they began (to try) to confirm (the) word" (Ezekiel 13:6).

Here the things that they were sharing were "FALSE" (Ezekiel 13:6), and it was linked to the fact that "THE LORD DID NOT SEND THEM" (Ezekiel 13:6).

The LORD was not the source of these FALSE things.
