God can speak outside individuals:

John 12:

It is written in John 12 that "Jesus" (John 12:23), said: "FATHER, glorify Your name!” Then (A) VOICE CAME FROM HEAVEN: “I both glorified (it), and will again glorify (it)”. THEN THE CROWD, the (one) standing (there) and HAVING-HEARD, was-saying (that) THUNDER had-taken-place" (John 12:28-29). 

Here a voice "CAME FROM HEAVEN" (John 12:28). God spoke here from heaven outside of individuals, as individuals in the crowd then thought that this voice was as if "THUNDER had-taken-place" (John 12:29), which is a sound that can happen outside individuals from the sky.

God can speak inside individuals:

Ezekiel 3:

It is written: "THE SPIRIT ENTERED INTO ME and stood me on my feet and spoke with me. AND HE SAID TO ME, Go, shut yourself within your house" (Ezekiel 3:24 (Masoretic)). 

Here the Holy Spirit of God specifically "ENTERED INTO" (Ezekiel 3:24 (Masoretic)) the individual, and "SAID" (Ezekiel 3:24 (Masoretic)) something to the individual from there.

John 14-16:

It is written that Jesus said that "THE SPIRIT (of) truth" (John 14:17) "will-be IN YOU" (John 14:17) and "THE SPIRIT (of) truth" (John 16:13) "WILL-SPEAK whatever (He) will-hear. And (He) WILL-DECLARE (TO) YOU the (things) coming" (John 16:13).

Here the Spirit of truth specifically "will-be IN YOU" (John 14:17), that is within the individuals, and "WILL-SPEAK" (John 16:13) and "WILL-DECLARE" (John 16:13) things to the individuals from there.
