God can do things for prophecies to come to pass

God can speak words, and then indicate that He will do things to perform them

For example:

"I the LORD will speak My words; I will speak and PERFORM (THEM)" (Ezekiel 12:25).

"I am God [...] telling beforehand the last (events) before they become [...], as many (things) as I planned, I WILL DO" (Isaiah 46:9-10).

God can do many different things for prophecies to come to pass, and you can find below some examples of what He can do:

God can instruct things to all the people involved in a common prophecy:

God can speak to all the people who are involved in a common prophecy, as for example He spoke in a vision to each Ananias and Saul who need to meet, as it is written: "(a) certain disciple was in Damascus — ANANIAS (by) name. And THE LORD SAID TO HIM IN (A) VISION, “ANANIAS” [...] SEEK (ONE) FROM-TARSUSSAUL (BY) NAME, in (the) house (of) Judas. For behold — he-is-praying" (Acts 9:10-11).

And then it is written about Saul that "HE-SAW (A) MAN IN (A) VISION, ANANIAS (BY) NAME, having-come in and laid hands on-him so-that he-might-see-again”." (Acts 9:12).

God can do things to prevent people from making some decisions:

God cast Adam out of the Garden of Eden and placed cherubs to block the way to the Tree of Life to prevent Adam and Eve to eat from it, as it is written: "God said, “Behold, Adam has become as one of Us, to be knowing good and evil. And now LEST HE STRETCH FORTH HIS HAND,AND SHALL TAKE OF THE TREE OF THE LIFE AND SHALL EAT [...]. AND HE CAST OUT ADAM and caused him to dwell over against the Garden of Eden, AND HE STATIONED THE CHERUBS AND THE FLAMING SWORD TURNING ABOUT TO BE GUARDING THE WAY OF THE TREE OF THE LIFE" (Genesis 3:22-24).

God was not leading Israel somewhere to prevent them from returning to Egypt, as it is written: "when Pharaoh sent out the people, GOD LED THEM NOT (BY THE) WAY OF (THE) LAND OF (THE) PHILISTINES, because it was near; for God said, “LEST THE PEOPLE CHANGE-THEIR-MIND WHEN THE SEE WAR, AND RETURN TO EGYPT.”' (Exodus 13:17).

God can use coercion (using force or threats to persuade someone):

God commanded Jonah to go to Nineveh, but Jonah did not comply, so God commanded a sea creature to swallow Jonah and cast out Jonah later, as it is written: "(the) word of the LORD came to Jonah [...], saying, “RISE, AND GO TO NINEVEH [...] BUT JONAH ROSE TO FLEE TO TARSHISH" (Jonah 1:1-3). Later, when Jonah came to be on a boat, he went in the water and "THE LORD COMMANDED A GREAT SEA-CREATURE TO SWALLOW JONAH. And Jonah was in the belly of the sea-creature three days and three nights" (Jonah 1:17), "AND THE LORD COMMANDED THE SEA-CREATURE, AND IT CAST OUT JONAH ON THE DRY (LAND). And (the) word of the LORD came to Jonah a second time, saying, “RISE, AND GO TO NINEVEH" (Jonah 3:1-2).

The LORD sent one of His angel to kill people in the Assyrian army to persuade the king of that army to depart, as it is written: "thus says the LORD concerning (THE) KING OF (THE) ASSYRIANS, ‘By no means shall he enter into this city, and by no means shall he cast an arrow against her, and by no means shall he bring a shield against her, and by no means shall he surround against her a barricade. But by the way by which he came, by it HE WILL BE TURNED BACK’  thus says the LORD. ‘I will protect this city to save her for My sake, and the sake of David My servant.’” AND AN ANGEL OF THE LORD WENT OUT, AND KILLED OUT OF THE CAMP OF THE ASSYRIANS a hundred and eighty-five thousand; and they arose in the morning (and) found all the dead bodies. SO HAVING BEEN TURNED BACK, (THE) KING OF (THE) ASSYRIANS DEPARTED, and dwelt in Nineveh" (Isaiah 37:33-37).

God can modify a part of his plan if someone does not comply to something specific:

God told Ezekiel to use human manure, but Ezekiel did not comply, so God told Ezekiel to use oxen manure instead, as it is written: "YOU WILL EAT THEM (AS) A BARLEY LOAFIN FILTH OF HUMAN MANURE YOU WILL BAKE THEM before their eyes [...]. Then I said, “NOT SO, O LORD, O God of Israel! Behold, my soul has not been defiled with uncleanness; and I have not eaten a carcass or a (animal) torn by wild beasts from my birth until now; neither has all corrupt flesh entered into my mouth. Then He said to me, “BEHOLD, I HAVE GIVEN TO YOU MANURE OF OXEN INSTEAD OF HUMAN MANUREAND YOU WILL PREPARE YOUR LOAVES upon them.”" (Ezekiel 4:12-15).

God told Moses to speak for him, but Moses did not comply, so God told Moses that Aaron will speak for him instead, as it is written: "God spoke to Moses, saying" (Exodus 3:12) "THEY SHALL LISTEN TO YOUR VOICE" (Exodus 3:18). "Then Moses said to the LORD, “I implore (You), LORD, I am not sufficient [...] I AM WEAK IN SPEECH, AND SLOW-TONGUED.” So the LORD said to Moses, [...] NOW GO, AND I WILL OPEN YOUR MOUTH" (Exodus 4:10-12). "And Moses said, “I IMPLORE (YOU), LORD, APPOINT YOURSELF ANOTHER ABLE (PERSON) whom You will send.” And the LORD having been enraged with anger against Moses, and said, “BEHOLD, (IS) NOT AARON THE LEVITE YOUR BROTHER? I know that he will surely speak [...] HE WILL SPEAK FOR YOU TO THE PEOPLE" (Exodus 4:13-16), "AND AARON SPOKE ALL THESE WORDS, which GOD spoke to Moses" (Exodus 4:30.
